Joint Communiqué of the Meeting of the Group of Friends of Global Governance

The meeting of the Group of Friends of Global Governance was held under the theme “Reforming and Improving Global Governance, Working Together to Address Global Challenges” on 28 May 2026 at the United Nations Headquarters in New York. H.E. Mr. Wang Yi, Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs of China, attended the meeting and delivered a speech. H.E. Mr. Mohammad Ishaq Dar, Deputy Prime Minister and Minister for Foreign Affairs of Pakistan, H.E. Mr. Rashid Meredov, Deputy Chairman of the Cabinet of Ministers and Minister for Foreign Affairs of Turkmenistan, H.E. Mr. Bruno Eduardo Rodríguez Parrilla, Minister for Foreign Affairs of Cuba, H.E. Mr. Zheenbek Kulubaev, Minister for Foreign Affairs of Kyrgyzstan, H.E. Mr. Amon Murwira, Minister for Foreign Affairs and International Trade of Zimbabwe, H.E. Mr. Yerzhan Ashikbayev, First Deputy Minister for Foreign Affairs of Kazakhstan, H.E. Mr. Kan Pharidh, Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia, and representatives from over 60 countries attended the event.

The members of the Group recognize that the world is entering a new period of turbulence and transformation, as the UN and the multilateral system face increasing strain and global governance deficits continue to widen. They welcome the Global Governance Initiative proposed by Chinese President Xi Jinping, and its five core concepts—sovereign equality, international rule of law, multilateralism, a people-centered approach, and taking real actions. They appreciate that the Initiative, anchored in the purposes and principles of the UN Charter, aims to uphold multilateralism and reinforce the central role of the UN in international affairs.

The members of the Group recognize the efforts made since the establishment of the Group on issues related to global governance. They engaged in in-depth exchanges on reforming and improving the global governance system, and reached broad consensus. To jointly address global challenges, they call on the international community to undertake the following actions:

——Upholding the authority of the United Nations. Recognizing the UN as an important outcome of the victory of the Second World War, and acknowledging its irreplaceable and significant contributions over more than 80 years to maintaining world peace, promoting sustainable development, and protecting and promoting human rights. Firmly upholding the international system with the UN at its core, and emphasizing that the role of the UN must be strengthened, not weakened especially through unilateral actions or politicized and selective approaches.

——Safeguarding international rule of law. Upholding multilateralism underpinned by international law as a means of strengthening international peace and security, promoting friendly relations and cooperation among States, and upholding the basic norms of international relations based on all the purposes and principles of the UN Charter in their entirety, including respecting sovereign equality, territorial integrity, and political independence of any state, and the principle of non-interference in internal affairs of other states, refraining from the threat or use of force in international relations, and peaceful settlement of disputes. Underlining that  neutrality, dialogue and confidence-building measures contribute to forstering peace and security.

——Strengthening solidarity and cooperation. Practicing true multilateralism, rebuilding mutual and multilateral trust, enhancing dialogue and consultation, developing international partnerships, and deepening cooperation between the UN and relevant regional organizations, so as to jointly address urgent and emerging global challenges in the fields of threats to international peace and security, achievement of sustainable development, governance of artificial intelligence, and negative impact of climate change. Focusing on taking real actions and delivering concrete outcomes in global governance that respond to the yearning of peoples and the legitimate aspirations of nations.

——Improving global governance. Promoting the role of the UN as per the evolving international landscape. Enhancing the voice and representation of countries of the Global South, especially through the reform of the global governance architecture including international financial institutions, enabling the international environment and global partnership for development, and better reflecting the legitimate demands of developing countries, and supporting the UN in enhancing its effectiveness and efficiency through reform, so as to better fulfill the mandates entrusted by Member States. Calling on the international community to address the challenges, constrains, and needs faced by developing countries, especially countries in special situations, in particular, African countries, least developed countries, landlocked developing countries and small island developing states, including those derived from the application of unilateral coercive measures, which are inconsistent with the purposes and principles of the United Nations and international law.

The members of the Group agree on the importance of upholding both friendship and principles, pursuing national development alongside the common good, and closely linking their future with that of peoples around the world through expanded cooperation, solidarity, and partnerships. They also agree to uphold fundamental principles while keeping pace with the time, maintain openness and inclusiveness, strengthen dialogue and coordination on global governance issues, and continue to enhance the institutional development of the Group.

The members of the Group expressed their appreciation to China for its efforts in hosting the meeting, and looked forward to strengthening solidarity and cooperation in pursuit of a more just and equitable global governance system and a brighter future of peace, security, prosperity, and progress for all.
